You bet, given the elevation there's a good chance you could successfully go with a gravity setup.
Do you know how much elevation changed there is between where the water tank would be and the first (closest to the water source) window box would be? This would help determine how much available pressure you'd have. Water pressure is generated/lost at a rate of 0.433 PSI for every 1' of elevation change.

I'm considering putting window boxes on a 3 story brick commercial building and would like to run irrigation lines to them. Maybe something that uses a gravity feed system from the roof down.
There would be around 10 to 12 boxes.
